USCIS Unveils New Strategic Plan Emphasizing Long-Term Objectives

WASHINGTON – U.S. Citizenship and Immigration Services (USCIS) has released its FY 2023-2026 Strategic Plan (PDF, 6.79 MB), providing a comprehensive roadmap for the agency's workforce to enhance its capabilities and contribute to the realization of the nation's highest ideals. The plan is rooted in USCIS' enduring purpose and core values, reflecting a commitment to making the United States a more robust, inclusive, and welcoming nation. 

USCIS Director Ur M. Jaddou stated, “The work of USCIS transforms the promise of America into a reality for immigrants worldwide, the communities and economies they join and support, and the nation as a whole. USCIS is dedicated to reducing barriers to immigration benefits and services, and there is much more to be done to align with the Biden-Harris Administration’s vision for an immigration system based on trust, strength, inclusion, integrity, and accessibility.” 

The strategic plan outlines three overarching long-term goals, focusing on enhancing access to the nation's immigration system, promoting and improving the naturalization process, and cultivating a diverse, equitable, inclusive, and accessible organizational culture. Additionally, the plan emphasizes the importance of ensuring fiscal solvency and continuing modernization efforts to introduce additional online filing options. 

Goal 1 – Strengthen the U.S. Immigration System: Align immigration policies, regulations, strategies, processes, and communications to support a robust, integrative, and citizenship-promoting immigration system with integrity. 

Goal 2 – Invest in Our Workforce: Attract, recruit, train, and retain a diverse, flexible, and resilient workforce that fosters high-quality organizational performance, representing the nation's diversity. 

Goal 3 – Promote Effective and Efficient Management and Stewardship: Enhance organizational capability for the efficient and effective use, management, and sharing of entrusted resources, evaluating and balancing competing demands to serve the agency's mission. 

The objectives outlined in the strategic plan align with ongoing agency priorities to enhance access to eligible immigration benefits, streamline the immigration system, and rebuild trust with immigrant communities. USCIS remains committed to upholding America’s promise as a nation of welcome and opportunity, guided by principles of fairness, integrity, and respect for all it serves.
